NTCC qualification thresholds
NTCC units are governance signals, not carbon credits or financial instruments.
Calibration, not currency
NTCC units are an internal calibration of evidence quality. They are not a tradeable instrument, not a carbon credit, not a credential, not a tier, and not a score about the participant. Thresholds exist so evidence that fails quality calibration is kept out of the annual rollup — never to disqualify the subject (D-022).
Every NTCC transaction must clear the dual D-012 / D-013 gate before it contributes to an enterprise's annual rollup. The tiles below show the numeric floors and ceilings; rows that fall outside the envelope are kept in the raw evidence log (Pillar 1) but excluded from NTCC totals (Pillar 2). The subject remains in good standing regardless of any individual row's gate outcome.

Formula reference
NTCR is computed per task, then summed into the tenant annual ledger. The formula matches the one in the PADV pipeline service:
NTCR_i = (P_i / 10) × W_ESG × VF_total W_ESG = (CEF + SEF + IRF) / 15 VF_total = (VF_0 + VF_n + VF_s) / 3
- P_i (reward_ipp)
- IPP awarded for verified task completion (per whitelist_modules.default_reward_ipp). Divided by 10 so the formula yields NTCR units, not IPP.
- CEF / SEF / IRF
- Carbon, Social, and Industry-Relevance factors (each 0–5). Arithmetic mean over 15 yields W_ESG ∈ [0, 1].
- VF_0
- Base validity factor — defaults to 0.92 (catch-up haircut for protocol v0.1).
- VF_n
- Network validity factor — peer / counterparty confirmation. Default 1.0.
- VF_s
- Sealing validity factor — V-Layer Merkle anchor present + OTS upgraded. Default 1.0.
- VF_total
- Arithmetic mean (VF_0+VF_n+VF_s)/3. Drives the three-tier gate: <0.80 quarantine, [0.80,0.85) review, ≥0.85 approve.
